Federal resume: what USAJOBS requires and how to fit two pages
A federal resume for USAJOBS must be two pages or less; USAJOBS will not upload or build a longer one. Each job needs employer, title, month-and-year dates, hours per week and duties matched to the announcement.1

The long federal resume is gone
The Merit Hiring Plan, a memorandum of 29 May 2025 from the Assistant to the President for Domestic Policy and the Acting Director of the Office of Personnel Management (OPM), changed the federal resume. It states that the plan will prohibit the current longform federal resume structure and set a 2-page limit, to make resume review easier and moves between the private and federal sectors simpler.
The USAJOBS help center now applies it. Its article on writing a federal resume (last edited 23 June 2026, read on 13 October 2026) says federal agencies only accept resumes up to two pages, and that USAJOBS will not let you upload or build a resume longer than that. Older resumes in your profile have to be updated before you apply.
One help article still says the opposite
The USAJOBS article comparing government and private-sector job searches, last edited 3 September 2026, still says it is acceptable for a federal resume to exceed the commonly recommended two pages. The resume-specific articles and the upload limit say otherwise, and the system enforces the limit, so plan for two pages.
When a long document is still requested
The USAJOBS documents article notes that some jobs do not accept a standard two-page resume and ask instead for a long-form document such as a curriculum vitae, a clinical or a research resume. The announcement tells you which.
First step: take the announcement apart
USAJOBS tells applicants to read the announcement before writing anything, because some sections decide whether you qualify and what the resume must contain.
- This job is open to: check you are eligible at all. The agency will not review an application from someone outside the listed hiring paths.
- Duties: the daily work, which your experience bullets should mirror.
- Requirements: Qualifications, Specialized experience and Education. Copy each requirement into a list.
- How you will be evaluated: whether there is an assessment, a writing sample or another criterion.
- Required documents: transcripts, licences or other files to attach.
- Next to each requirement, write the job and the bullet on your resume that proves it. Any requirement without a bullet is a gap to fix before you apply.
How a federal resume is read
USAJOBS describes three reviews: first for applicants who are eligible and minimally qualified, then for the best-qualified (not a ranking; there may be one or many), then the hiring manager, who decides whom to interview. The first reader may not know your field, so USAJOBS asks for plain language, no unexplained acronyms, and the same words the announcement uses: if it asks for experience with MS Project, the resume should say MS Project.
What every job entry carries
- Employer name and your job title.
- Start and end dates with month and year.
- Hours worked per week.
- Brief descriptions showing you can do the tasks at the level the announcement requires.
- Series and grade, for federal jobs only.
Education and credentials
When the announcement requires education, a licence or a certification, put it on the resume and attach the proof it asks for. The resume article lists school, completion date, degree type and GPA. Degrees must come from an accredited institution; for education completed outside the US, the education article says you must show it is equivalent to accredited US programs.
What to leave out
USAJOBS says not to include classified or government-sensitive information, your Social Security Number, photos of yourself, personal information such as age, sex or religious affiliation, or encrypted and digitally signed documents.
A work entry that fits two pages
USAJOBS shows the entry format as job title with series and grade, dates, and hours per week, followed by bullets in the form accomplished X as measured by Y by doing Z. Below are two entries in that shape for invented applicants; the numbers show the form, not facts to copy.
| Part | Federal employee | Private-sector applicant |
|---|---|---|
| Title line | Management Analyst, GS-343-11 | Operations Analyst |
| Employer | Department of the Interior, Denver, CO | Örnek Logistics Inc., Chicago, IL |
| Dates and hours | March 2022 to present · 40 hours per week | June 2021 to present · 40 hours per week |
| Bullet 1 | Cut contract review time from 21 to 12 days, measured over 140 reviews, by building a shared intake checklist in SharePoint. | Reduced late deliveries from 7% to 3% in one year, measured across 2,400 monthly shipments, by rebuilding carrier scorecards in Power BI. |
| Bullet 2 | Briefed two division chiefs monthly on budget execution for a $14 million program. | Wrote the standard operating procedure for returns, used by 3 warehouses. |
| Matches the announcement term | Program analysis; data analysis | Data analysis; process improvement |

| Dates as years only | Month and year for start and end | USAJOBS, writing a federal resume |
| Hours never stated | Hours per week for each job | USAJOBS, writing a federal resume |

| Any page size and margin | US Letter (8.5 by 11 inches), 0.5 inch margins, 14 point titles and 10 point body suggested | USAJOBS, writing a federal resume |
| File of any size | 5 MB or less; PDF recommended to keep formatting and page count; no PDF portfolios | USAJOBS, adding a resume |
| One resume for everything | Up to five resumes in your profile; the builder can duplicate one for each job | USAJOBS, adding a resume |
Cutting a long federal resume to two pages
- Delete roles that match no requirement in the announcement; USAJOBS says to remove or deprioritise outdated or unrelated work.
- Keep your current position, which the work-experience article says to always include.
- Turn duty lists into two to four result bullets per role, each tied to a requirement.
- Move training and certifications the announcement does not ask for into one line, or drop them.
- Check the page count in the PDF itself, then upload; the builder will not save a resume over two pages.
If you paste from Word into the USAJOBS resume builder, bullets may not carry over. USAJOBS suggests saving the document as plain text first, checking it, and then pasting.

Limits and who this is not for
- Non-US citizens: USAJOBS says that, in general, you must be a US citizen or national to work for the federal government; exceptions exist only in rare cases, and each announcement states who may apply.
- Jobs that ask for a CV or another long-form document: follow the announcement, not the two-page rule.
- Agencies that do not take resumes through USAJOBS: you will be sent to their own application system, which may set its own rules.
- Essay questions: the Merit Hiring Plan describes short essay answers of up to 200 words and requires applicants to certify they wrote them in their own words without a consultant or AI. Check whether your announcement includes them.
Everything in the resume must be true. USAJOBS warns that false or fraudulent information can mean not being hired, being fired after you start, or a fine or imprisonment.
Ways to build it
| Option | Strength | Watch for |
|---|---|---|
| USAJOBS resume builder | Starts from your profile, follows the format, refuses anything over two pages | Bullets pasted from Word may be lost |
| Your own document, uploaded as PDF | Full control of layout within the font and margin advice | Count pages in the exported PDF, not in the editor |
| CitedCV | Writes the resume from facts you confirm, with US conventions; for the US it aims for one page up to mid-level and two for senior roles | Add hours per week and, for federal roles, series and grade to each job yourself, then check the result against the announcement |
For a private-sector version of the same resume, the US resume format guide covers CareerOneStop's conventions.
