Nurse resume for the USA: licensure first, then clinical units
A nurse educated abroad needs a licence from a US state board to work as an RN: a credentials review, the NCLEX-RN and usually an English test, plus a VisaScreen certificate for the work visa. The resume dates each step.1

Choose the state before you write a line
The NCSBN, which develops the NCLEX, says each US state licenses its own nurses and that the rules vary between states. So the first decision is not the resume template; it is the state where you will live and work, because that board decides which credentials review it accepts, which forms your school fills in and when you may sit the exam.
NCSBN's Nurse Licensure Guidance tool asks three things: RN or LPN/VN, the state you will live in, and the states where you want to practise. It then points to that state's rules on English exams, credentials evaluation and Social Security Number requirements, with the board's contact details. The same page says visas are outside a board's authority and sends visa questions to USCIS.
Why the state shows on the resume
A US recruiter reads the licensure block first and asks one question: can this person start, and when? A line that names the state board and the date of each step answers it. A line that only says "NCLEX candidate" leaves them guessing which board, which year and how far along you are.
How licensure works for a nurse educated abroad
NCSBN's resource manual on internationally educated nurses sets out uniform requirements that boards apply. Read on 13 October 2026, the applicant's side of the table is:
- Graduate from a nursing programme comparable to a US board-approved RN or LPN/VN programme, verified by a credentials review agency.
- Pass the NCLEX-RN or NCLEX-PN.
- Disclose your nursing licence status in the country where you trained; the agency checks it even if you say you hold none.
- Pass an English proficiency exam covering reading, speaking, writing and listening, unless you trained in a country where English is the native language, in English, with English textbooks.
- Disclose every misdemeanour, felony and plea agreement, and submit state and federal fingerprint checks.
The manual adds that agencies should take transcripts, syllabi, diplomas and licences straight from the issuing institution, not from you, and that a good report breaks down theory and clinical hours by subject. That breakdown is worth copying onto your resume later, because the employer sees the same numbers the board saw.
NCLEX: the board first, Pearson second
The NCLEX site describes the order. First you apply for licensure to the nursing regulatory body of your state, which is what makes you eligible. Then you register and pay with Pearson VUE, using your programme code. When the board declares you eligible, Pearson emails an Authorization to Test (ATT); the board sets how long it is valid, 90 days on average, and you must test inside that window.
| NCLEX item (US licensure) | What the NCLEX site says, 13 October 2026 |
|---|---|
| Registration fee | $200 USD |
| Extra fee to test outside the US and its territories | $150 USD, plus VAT where applicable; never refunded |
| Change of board after registering | $50 USD |
| How long a registration waits for eligibility | 365 days; if the board has not made you eligible by then, the registration and fee are forfeited |
| International test centres listed | Includes Türkiye, the UK, India, the Philippines, Spain and others |
| Refunds | None for registration fees, including no-shows and late cancellations |
New York: CGFNS verification or Form 2F
The New York State Education Department (NYSED) accepts a general nursing programme from outside the US if it finds it acceptable. You arrange for NYSED to receive your credentials either from your school on Form 2F or through the Credentials Verification Service for New York State run by CGFNS, which now trades as TruMerit. NYSED says CGFNS is not mandatory but encourages it, because doing it alone is often very difficult. A nurse licensed abroad must also have that licence verified, through CGFNS or on Form 3F.
The application (Form 1) costs $143 for licensure and first registration. A non-US graduate may only register for the NCLEX after NYSED sends a letter saying the education is approved. New York also requires child abuse reporting and infection control coursework, or an exemption. A limited permit ($35) lets a graduate work under RN supervision before the exam, but a non-US RN applicant needs the CGFNS Certification Program for it.
California: the school fills in the forms
California's Board of Registered Nursing (BRN) does not require the CGFNS exam. Your school completes the Breakdown of Educational Program for International Nursing Programs and the Request for Transcript, and mails official transcripts; a transcript that is not in English needs a certified translation. The BRN measures the course against its regulation (CCR 1426): at least 58 semester units, including 18 of nursing theory and 18 of clinical practice, across medical-surgical, obstetrics, pediatrics, geriatrics and psychiatric-mental health, with theory and clinical in the same term.
VisaScreen: the certificate the visa needs
A licence lets you practise; it does not get you a visa. TruMerit (formerly CGFNS) says Section 343 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 requires certain health workers, registered nurses among them, to complete a screening before a permanent or temporary occupational visa. VisaScreen ends in an International Commission on Healthcare Professions (ICHP) certificate.
- Education: compared with that of a US graduate in the same profession; each school sends a complete transcript directly, in English, translated by the school or by TruMerit for a fee.
- Licences: every licence you ever held must be valid and unrestricted; the validating signature must be dated within the last three years.
- English: a passing score on Cambridge English (B2 First, C1 Advanced or C2 Proficiency), TOEFL iBT, Academic IELTS, MET, OET or PTE Academic; at-home versions are not accepted.
- Nursing knowledge, for RNs only: a pass on the NCLEX-RN or the TruMerit Nurse Qualifying Exam.
- Secondary school: a copy of your diploma, waived if you finished more than ten years ago.
TruMerit warns that USCIS and HRSA changed the approved English tests and passing scores for exams taken after 12 May 2026. Read the current score table on its page before you book a test; this guide does not repeat the numbers because they changed this year.
Sample resume block for a nurse trained in Türkiye
The person is invented: Elif Kaya, a bachelor-educated nurse with four years in a cardiovascular ICU in Ankara, applying to New York hospitals while her licence is in progress. US resumes carry no photo or date of birth; the US resume format guide has the general rules and the nurse CV guide the clinical lines, so this block shows only what changes for a nurse educated abroad.
| Block | Sample line | Why it is written this way |
|---|---|---|
| Header | Elif Kaya, RN (Türkiye) · Ankara, Türkiye · relocating to New York · elif.kaya@example.com | The title says where she is registered; "RN" alone would claim a US licence she does not hold yet |
| Licensure: US | New York State Education Department: Form 1 filed 01/2026; education approved 03/2026; NCLEX-RN passed 05/2026; licence issue pending | One line per step, each dated, in the board's own words |
| Licensure: home country | Registered nurse, Republic of Türkiye Ministry of Health, diploma registered 2021; verified to NYSED via CGFNS (TruMerit) CVS | Boards and employers both look for the home licence; naming the route shows it is already checked |
| Visa screening | VisaScreen (ICHP) certificate: application open 06/2026; OET taken 04/2026 | The employer filing a petition needs to know where this stands |
| Certifications | BLS, valid to 08/2027 · ACLS, valid to 08/2027 | Expiry dates prevent the first email back |
| Experience | Staff Nurse, Cardiovascular Surgery ICU (12 beds), public hospital, Ankara, 09/2021 to present: 2 ventilated post-operative patients per shift; titrated vasoactive infusions under protocol | Unit, size and patient ratio let a nurse manager compare with their own unit |
| Education | Bachelor of Science in Nursing (Hemşirelik Lisans), 4 years, Ankara, 2021; theory and clinical hours as listed in the CGFNS report | Matches the credentials report the board already holds |
| Systems | Hospital information system and electronic medication administration record used daily | Name the actual system if you know it; do not guess a US brand |
Rules behind the block
- Write the step you have reached, never the one you expect. NYSED says you must be licensed and registered to provide nursing services as an RN in New York.
- Use the board's terms: Form 1, education approved, ATT, limited permit. A recruiter can check each one.
- Keep the clinical hours identical to the credentials report. Two different numbers for the same placement look like a mistake at best.
- Put the licensure block above experience until the US licence is issued; after that, one line is enough.

Who this guide does not cover
- Nurse practitioners and other advanced practice nurses: the licence and certification rules are different and are not covered here.
- Choosing a visa category: TruMerit says VisaScreen is separate from visa eligibility and suggests asking an attorney.
- States other than New York and California: use the NCSBN tool and the board site for your state.
- Nurses heading to Canada or the UK: those systems have their own guides, linked below.
Next steps
- Run the NCSBN Nurse Licensure Guidance tool for your target state and save the result.
- Ask your school today which forms it can send directly; school delays are the step you control least.
- Book the English test only after reading the current VisaScreen and state score tables.
- Rewrite the licensure block each time a step completes, with the date.
CitedCV can write the English resume with US conventions (no photo, no date of birth) from the facts you enter, and keeps each licensure status exactly as you gave it. The clinical-unit wording, certificates and placement table for any nurse CV are in the general nurse CV guide.
Questions people ask
How can a foreign nurse work in the USA?
You need a licence from a state board of nursing: a credentials review, the NCLEX-RN, usually an English test and background checks. A work visa additionally needs a VisaScreen certificate from TruMerit.
Can I take the NCLEX outside the US?
Yes. The NCLEX site lists international test centres, including Türkiye, India, the Philippines and the UK, with an extra $150 international scheduling fee for US licensure.
Do I apply to the state board or Pearson first?
The state board comes first. Applying to the board makes you eligible; you then register and pay with Pearson VUE and wait for the Authorization to Test email.
Is CGFNS required for New York?
No, but NYSED encourages it. You can use the CGFNS Credentials Verification Service for New York State or have your school send Form 2F directly.
Does California require the CGFNS exam?
No. The California Board of Registered Nursing says the CGFNS exam is not required; your school sends its forms and transcripts to the board instead.
What is VisaScreen for nurses?
It is a federal screening for health workers seeking an occupational visa. It checks education, every licence held, English and, for RNs, an NCLEX-RN or TruMerit exam pass.
Should I write RN on my resume before my US licence?
Only with the country attached, such as "RN (Türkiye)". NYSED says you must be licensed and registered in New York to provide nursing services as an RN there.
What English score do US nursing boards accept?
It depends on the state and on VisaScreen. Federal test and score rules changed for exams after 12 May 2026, so read the current tables before booking.
